The OP is clearly aware that he can run Debian ARM64 Operating System, but he wanted to run Raspberry Pi ARM64 Operating System so that he can develop in the VM and then use real RPi Hardware. Surely the OP is not wanting to run x86 RaspiOS ! Parallels has a ARM Debian, but how can I get the Ras desktop etc? I can't find an M1 version of Raspberry Pi OS to install in Parallels. No, the OP wanted to run Raspberry Pi Desktop for PC and Mac. The OP wanted to run Raspberry Pi (Raspbian Buster ARMF) Operating System Mac with Apple M1 SoC only ARM64 versions of guest operating systems are supported AFAIAA
